Meet The Advisors

Sam Liang

Founder & Managing Partner

In 1974, at the young age of 9, Sam immigrated with his parents to the US from Hong Kong. He spent his first year in the states learning English while enrolled in elementary school. During his college days at UMass Lowell, he worked many jobs to pay for his tuition, and was awarded the prestigious Francis Lowell Cabot award for Young Alumni of the Year.

Sam understands what it means to work hard. That’s why he’s passionate about helping his clients keep what they’ve worked hard for all of their lives so they can enjoy a worry-free retirement. He’s been doing this since 1990. In the early years, when Sam (and now retired partner Richard Rubino) started this company, it was just the two of them, a desk, and a phone.

John Conley

Partner & Investment Advisor Representative

John Conley has been with Rubino & Liang since 1996. Before entering the financial industry, John served in the United States Marine Corps from 1990-1994 and achieved the rank of Corporal Non-Commissioned Officer.

What We Do

It’s simple: we handle the many aspects of retirement planning, such as investment management, creating your own pension or income plan, protecting your assets from future potential long-term care costs, and creating estate plans to protect your assets for your family. In other words, we make your assets work for you so they last throughout your retirement, no matter how long it lasts.

In everything we do, we start with you. For every person who comes into our office, we sit down, get to know them, answer questions, and develop a thorough understanding of what matters to them, what keeps them up at night, where they want to go in life, and what challenges and opportunities they face.

With that as our foundation, we collaborate with them to design a plan that fits their life and gives them confidence in their future. And we don’t stop there. We continue to build a personal relationship with our clients and walk them through life’s transitions and milestones, evaluating their plan regularly to make sure it’s still working for them.

You won’t find cookie-cutter solutions here. While many of the strategies for building a more successful retirement are the same, when and how we implement them may change based on your individual circumstances.

Wondering If Your Financial Strategy Is Missing Something?

But You Are Worried How Outside Factors Can Affect Your Retirement Portfolio:

THAT’S WHY WE CREATED THE 365 RETIREMENT PLAN

If you’re within 5–10 years of retirement (or recently retired) and you’ve saved $500,000+, you can schedule a 15 minute retirement income and tax snapshot to help you pressure-test what your portfolio can realistically support — and what to do next.

The 365 Retirement Plan Framework

Why we built our process this way:

Most firms start with your investments. We start with your retirement income reality.

The 365 Retirement Plan is our structured process for aligning:

  • Income (how your retirement paycheck gets built)
  • Investments (how your portfolio supports that paycheck)
  • Taxes (how to keep more of what you earn)
  • Timing decisions (retirement date, Social Security, withdrawals)

At the center is a simple idea: your Portfolio Income Needs (PIN) — the amount of income your portfolio may need to generate to support your lifestyle after accounting for Social Security, pensions, and other income sources.

Frequently Asked Questions

Is there a cost?

There is no cost for the snapshot.

No. It’s a quick diagnostic conversation to help you get oriented. If it’s clear that we can add value, we’ll tell you what a next step could look like.

Great question! But first, let us explain why you shouldn’t hire us.

If you’re looking for someone who will simply trade stocks to “beat the market,” you’re in the wrong place.

Why? Because we focus on what you can control. Predicting whether or not the stock market will rise or fall, or speculating what interest rates will do next, are not things you can control.

But if you are interested in things like lowering your tax bill, investing smarter, and creating a reliable income stream in retirement, you’re in the right place.

There are three really important things about our firm that separate us from others:

1. All we do is retirement planning. We are retirement specialists with a simple goal of making sure you don’t run out of money.

2. We limit the number of new clients we take on so we can ensure that our clients receive massive value and personalized service.

3. We invest in industry-leading technology to simplify our clients’ lives, so our retirement plans can be designed to work every day of the year, so you don’t have to.

We do our best work with people looking for a long-term relationship. Currently, our firm is not equipped to offer an hourly fee schedule or a one-time project fee option.

If you need help locating a financial planner who offers these fee options, send us a note and we will do our best to get you in the right hands.

If you have them handy: approximate portfolio balance, income sources (pension/Social Security timing ideas), and your best guess at monthly spending in retirement.
